Edouard made landfall near Port Arthur, Texas on September 1 as a 50 mph tropical storm, then weakened into a tropical depression that stalled over East Texas, producing widespread heavy rainfall and isolated totals as high as 22 inches before dissipating on September 3. Final Update - September 3, 2026, 4:00 a.m. CDT (Final NHC Advisory)
The National Hurricane Center's 4:00 a.m. CDT advisory, Advisory Number 12, placed the remnants of Edouard about 40 miles southeast of Dallas, Texas and 65 miles west of Tyler, Texas, moving west-northwest at 5 mph with maximum sustained winds near 25 mph. Slow weakening to dissipation was forecast over the following 24 hours. Flood watches remained in effect across much of East Texas, with additional rainfall of 2 to 4 inches possible on top of storm totals of 5 to 10 inches, and isolated maximum totals up to 22 inches across inland areas of east-central Texas. The advisory warned of continued flash flooding and isolated moderate to major river flooding, and stated this was the last public advisory issued on the system.

Operational Update - September 2, 2026, 4:00 p.m. CDT
The National Hurricane Center's 4:00 p.m. CDT advisory placed Tropical Depression Edouard about 35 miles northwest of Lufkin, Texas, moving north-northwest at 5 mph with maximum sustained winds near 25 mph. Flood watches and a wind advisory remained in effect across parts of East Texas. Forecast rainfall totals of 5 to 10 inches, with isolated maximum totals up to 22 inches for inland areas of east-central Texas, were expected to produce additional flash flooding, especially in low-lying and urban areas, along with isolated moderate to major river flooding.
Operational Update - September 2, 2026, 4:00 a.m. CDT
The National Hurricane Center's 4:00 a.m. CDT advisory placed Tropical Depression Edouard about 70 miles northwest of Beaumont, Texas and roughly 30 miles southwest of Lufkin, moving north-northwest at 5 mph with maximum sustained winds near 35 mph. Flood watches remained active from the Upper Texas Coast through portions of eastern Texas, with rainfall totals of 4 to 8 inches, and isolated maximum totals to 12 inches, expected to bring flash and river flooding. Edouard was forecast to continue weakening and dissipate by Wednesday night. A brief tornado or two remained possible through early Wednesday morning across parts of southwest Louisiana and southeast Texas.
Operational Update - September 1, 2026, 4:00 p.m. CDT (Landfall)
The National Hurricane Center's 4:00 p.m. CDT advisory reported Edouard just inland along the northwestern Gulf Coast, about 5 miles west of Port Arthur, Texas and 40 miles west of Cameron, Louisiana. Maximum sustained winds held at 50 mph with a central pressure of 998 mb, the storm's peak intensity; Edouard did not reach hurricane strength before landfall. A Tropical Storm Warning remained in effect from Port Bolivar, Texas to the Vermilion/Cameron Parish Line, Louisiana. The advisory forecast rainfall of 3 to 7 inches, with isolated maximum totals to 12 inches, and continued the tornado watch for parts of southwest Louisiana and southeast Texas through the evening. Edouard was expected to weaken to a tropical depression overnight.

The National Hurricane Center's 10:00 a.m. CDT advisory reported Air Force Hurricane Hunters found Edouard had strengthened to 50 mph maximum sustained winds, about 30 miles south of Cameron, Louisiana and 50 miles southeast of Port Arthur, Texas, moving northwest at 8 mph with a central pressure of 1000 mb. Forecasters noted that additional strengthening was possible before landfall later that day, and that Edouard could approach hurricane strength. The Hurricane Watch from High Island, Texas to Cameron, Louisiana and Storm Surge Warning remained in effect, alongside storm surge of 3 to 5 feet and rainfall of 3 to 6 inches, with isolated totals to 9 inches.

The National Hurricane Center's 4:00 a.m. CDT advisory placed Tropical Storm Edouard about 65 miles south-southeast of Cameron, Louisiana and 90 miles southeast of Port Arthur, Texas, moving west-northwest at 8 mph with maximum sustained winds of 40 mph and a central pressure of 1005 mb. The Center issued a Hurricane Watch from High Island, Texas to Cameron, Louisiana and a Storm Surge Warning for the same stretch of coast, on top of the existing Tropical Storm Warning from Port Bolivar, Texas to the Vermilion/Iberia Parish Line, Louisiana. Significant strengthening was forecast that day, with Edouard potentially approaching hurricane strength before reaching the coast, followed by rapid weakening after moving inland over southeast Texas that night. A tornado or two was considered possible that afternoon and evening over parts of southwest Louisiana and southeast Texas.

The National Hurricane Center's advisory confirmed the depression had strengthened into Tropical Storm Edouard, the fifth named storm of the 2026 Atlantic season, about 140 miles southeast of Cameron, Louisiana and 175 miles southeast of Port Arthur, Texas. Maximum sustained winds were near 40 mph, moving west-northwest at 6 mph with a central pressure of 1010 mb. A Tropical Storm Warning was in effect from Port Bolivar, Texas to the Vermilion/Iberia Parish Line, Louisiana, with a Storm Surge Watch from High Island, Texas to the Vermilion/Cameron Parish Line. Forecast hazards included storm surge of 2 to 4 feet, rainfall of 3 to 6 inches with isolated totals to 9 inches on the Upper Texas Coast, and the potential for flash flooding.
What the Official Forecast Said at Formation
As of the morning of August 31, the National Hurricane Center's advisory on Potential Tropical Cyclone Five placed the developing system about 130 miles south of Morgan City, Louisiana and 230 miles southeast of Port Arthur, Texas, with maximum sustained winds of 35 mph and an 80 percent chance of formation within 48 hours. A Tropical Storm Warning was already in effect from Port Bolivar, Texas to the Vermilion/Cameron Parish Line, Louisiana, and the Center expected the system to become a tropical storm by that night. Cyber One Solutions began monitoring official guidance at this stage without activating EOC readiness.

We moved from routine monitoring to preliminary EOC readiness once the Hurricane Watch was issued for our Southeast Texas service area, and we maintained that posture through landfall and the subsequent inland flooding threat. At no point did we move to full EOC activation; Edouard's track and the resulting flood risk did not require it for our facilities. We verified staffing and escalation paths, customer communications, protected backups, remote-access readiness, and power and connectivity contingencies throughout, and we are now standing down that posture.
What Southeast Texas Businesses Should Check Now
Edouard's primary impact on our service area was inland flooding, not wind, so recovery checks should focus on water intrusion and the systems flooding disrupts.
Confirm no water intrusion reached server rooms, network closets, or other equipment areas, including areas that stayed dry during the storm itself but could be affected by rising rivers and creeks in the days after.
Verify that backups continued running successfully throughout the event and that connectivity or power interruptions did not leave any job silently failing. A gap in your backup history is easier to catch now than during a future recovery.
Check road and facility access for any locations in low-lying or flood-prone areas before assuming normal operations have resumed. Flash and river flooding from this system was expected to continue for days after the rain stopped.
